Should an Office of Data and Innovation be established to use data to improve city services, promote government transparency and civic engagement, ensure that the city uses artificial intelligence responsibly, and protect residents’ digital privacy?
Voting YES means…
Making the Office and positions more durable: Rather than depending on an ordinance that can be changed without a public vote, Question 15 would make the Office a permanent and integral part of City government.
Clarifying accountability and reporting: Question 15 specifies that the Office of Data and Innovation would report to the Managing Director, ensuring accountability and clear delineation of responsibilities.
Establishing citywide standards and strategy: Question 15 requires the Office of Data and Innovation to provide citywide direction for data standards, strategy, privacy, AI use, and innovation rather than leaving it up to individual departments.
All at NO ADDITIONAL COST to Honolulu taxpayers.
Voting NO means…
Keeping Honolulu’s data future uncertain: Honolulu’s data management current relies on an ordinance that the administration or City Council could change without a public vote.
Limiting the City’s responsibility: Currently, there is no clear reporting structure or standards requirements for city offices when it comes to data management and AI use.
Less accessibility and transparency: Honolulu’s public data is technically available, but is difficult to find and work with. Without an Office of Data and Innovation, this is unlikely to change any time soon.
